The case for and against

Updated Oct 21, 2026

Bull case

Voya Financial is viewed favorably because its capital-light, fee-based mix and high free cash flow conversion above 90% support strong earnings durability and robust capital generation. The 1Q26 beat of $2.26 operating EPS versus $2.00 expected, along with better-than-expected Employee Benefits results and management’s reiteration of 2%+ organic growth in Investment Management, suggests improving execution despite mixed net flows and stop-loss pressure. In addition, clean liabilities, a favorable standalone SOTP case, and credible M&A optionality support upside, with 2027E EPS raised to $12.00 from $11.25 on 2Q26 equity gains.

Bear case

Voya Financial is facing skepticism because investors continue to question execution, longer-term share performance, and whether compensation and capital allocation are aligned with market outcomes, especially after activist pressure from TCIM surfaced. Despite strong core franchises, a lower-risk fee-based mix, below-peer credit risk, and strong free cash flow supported by deferred tax assets, the stock still trades at a discount to life peers and its historical average, suggesting the market does not fully trust the sustainability of results. Near-term optimism from M&A talk and the 22% rise since TCIM was first cited may fade if operating consistency, stop-loss volatility, or other sector risks such as weaker equity markets and lower rates continue to pressure earnings and valuation.
