The case for and against

Updated Oct 16, 2026

Bull case

Dominion Energy is positioned favorably by its scale and regulated asset base, with over 31 gigawatts of electric generation capacity and more than 91,000 miles of electric transmission and distribution lines providing stable earnings visibility. Its construction of a rate-regulated 5.2 GW offshore wind farm off the Virginia Beach coast adds a large, long-duration growth driver that should support future rate base expansion and cleaner-generation demand. The company’s positive outlook is reinforced by strengthening operating trends, including improving occupancy and NOI in the excerpted analysis, plus a 2026 FFOPU guidance increase to $2.35-$2.40 and leverage improving to 11.5x net debt/EBITDA.

Bear case

Dominion Energy is weighed down by weak fundamental valuation trends, including NAVPU slipping to $49.23 and an $8 million fair value loss tied to maintenance capex write-offs, while its 6.29% IFRS cap rate remains below the 7.1% NAV cap rate and 7.5% implied cap. Its leverage is still elevated despite modest improvement, with net debt/GBV at 54.2% and Debt/EBITDA at 11.5x, and liquidity of $178 million plus limited 2026 and 2027 maturities does little to offset the balance sheet strain. Operationally, the outlook is pressured by fragile Virginia regulatory relationships, uncertainty around the offshore wind project, and a dividend that appears 15% to 20% too high, increasing the risk of a future cut.
