The case for and against

Updated Oct 21, 2026

Bull case

South Bow is supported by highly contracted cash flows, with long-term take-or-pay agreements accounting for approximately 88% of EBITDA and 20-year binding commitments for 465,000 b/d across nine customers, which underpins dividend sustainability and de-risks growth. Its Keystone system remains a critical, hard-to-replicate North American energy corridor linking WCSB supply to Illinois, Oklahoma, and the U.S. Gulf Coast, while improving Marketlink throughput and a favorable WCSB macro backdrop add near-term earnings upside. Longer term, disciplined deleveraging toward a 4.0x debt/EBITDA target, modest 2-3% EBITDA CAGR ambitions, and optionality from Prairie Connector, Liberty Bridge, and other expansions create multiple avenues for accretive growth.

Bear case

South Bow is facing a weak fundamental setup because earnings remain highly exposed to commodity prices, customer activity, and volatile spot and Marketlink volumes, while lower marketing performance can pressure the company’s most important revenue stream, Keystone Pipeline System. Regulatory and execution risk also loom large, with permit durability for Prairie Connector and Liberty Bridge still uncertain, a Montana DEQ waiver cancellation highlighting approval risk, and investor concern over asset integrity, especially potential spills or line breaks. Although the company reported Q1/26 debt/EBITDA of 4.7x and now expects 2026 EBITDA of roughly $1,030 million to $1,060 million, the projected Q3/26 decline and modest deleveraging do little to offset the downside from weaker demand and re-contracting risk.
