The case for and against

Updated Oct 14, 2026

Bull case

PayPal Holdings is supported by a massive scale of 439 million active accounts at the end of 2025 and the durable reach of Venmo, which together give it a broad consumer and merchant network in electronic payments. Its positive outlook rests on the possibility that management can unlock value through a takeout process while also improving fundamentals via the announced $1.5B run-rate opex reduction, which could help offset weaker profitability trends. Although branded checkout has lost share and transaction margin dollars have been pressured, the company’s network breadth, online payments focus, and room for cost discipline suggest meaningful long-term resilience.

Bear case

PayPal Holdings is viewed negatively because its core branded checkout franchise is losing share to lower-cost, better-integrated rivals like Shop Pay and Apple Pay, while its consumer authentication experience remains weaker and merchant pricing is less competitive. Although Q1 showed net revenue up 7%, TPV up 11%, and active accounts at 439M with Venmo helping monthly active accounts reach 225M, transaction counts per active account fell 1% and non-GAAP operating margin compressed 229bps to 18.4%, signaling softer engagement and profitability. The outlook is further pressured by a 2026 guide for mid-single digit GAAP EPS decline and low-single digit decline to slightly positive non-GAAP EPS, alongside intense competition, fee pressure, third-party dependency, and execution risk.
